A woman accused of smuggling drugs allegedly kissed an inmate and passed a half ounce of methamphetamine, which he swallowed and died of in an overdose.
Rachal Dollard, 33, is accused of hiding a balloon with the drug in her mouth and passing it orally to Joshua Brown at the Turney Center Industrial Complex in Tennessee, the state Department of Correction said on Tuesday.
After Dollard’s jailhouse visit in February, Brown died at a local hospital in. He was serving an 11-year sentence for drug-related charges that was set to end in 2029.
The Dickson County Sheriff’s Department and special agents from the corrections department arrested Dollard last weekend. She was charged with second-degree murder and smuggling contraband into a person, according to authorities. The arrest warrant was from a sealed indictment from Hickman County.
‘This incident points to the real dangers of introducing contraband into prisons and the consequences that follow,’ stated David Imhof, director of the department’s Office of Investigations and Conduct.
‘Our agency will pursue prosecution against any individual who threatens the safety and security of our staff, the men and women in our custody, and our facilities.’
Dollard is incarcerated at the Hickman County jail.
It is not the first time that an inmate has received a meth-laced kiss of death.
In 2017, Melissa Ann Blair visited her inmate boyfriend, Anthony Powell, in Oregon and gave him a long kiss in which she passed seven small balloons filled with meth. Two of the balloons ruptured in Powell’s stomach shortly after and he died of meth toxicity, according to prosecutors.
A district judge said that Blair’s actions were part of a scheme that Powell and others orchestrated to get drugs into the prison.
‘It was tragic and sad but he shares responsibility for what happened,’ said US District Judge Marco Hernandez.
