Dos Anjos, who stepped down from welterweight for the first time since 2016, sent out a message to his old rival McGregor.
He said: “I think if Khabib is really retired, it will leave the division wide open.
“If you look to the contenders, I think only me and Conor, we are the only real champions in that division.
“Everybody else is all interim champions. I think if the division is open, me and Conor is the fight to make.”
Nurmagomedov, 32, announced a shock retirement last month after beating Justin Gaethje, 31, at UFC 254.
But Dana White is hopeful the unbeaten Russian will come back for his 30th and final fight and as a result has kept his belt.
McGregor, 32, is set to return to the UFC in January having been offered a lightweight headliner against on January 23.
The Irishman has not fought since knocking out 37-year-old Donald Cerrone at the start of the year.

Dos Anjos, 36, had called to fight McGregor throughout the week buildng up to his fight with Feldman, 36.
He was due to defend his lightweight belt against McGregor at UFC 196 in 2016.
But after his withdrawal, Nate Diaz instead replaced him on short notice before pulling off a major upset.
Diaz lost the rematch five months later, and Dos Anjos’ shot at McGregor appeared dead.
But in 2018 the UFC had plans to match the pair up again, but this time at welterweight for the interim title.
That plan was then axed that April after McGregor infamously attacked a UFC bus with arch rival Nurmagomedov inside.
